 Reporter left a comment in #16942...

 If it's still invalid after a clean & new download, something on your
 network might be corrupting the file since it appears to work for myself
 and Ryan.  Can you download it manually with a web browser, from
 http://fontconfig.org/release/fontconfig-2.6.0.tar.gz ?
