 This is new port for libpqxx 3.0.0.

 This version is still in a release stage.  It will build and install on my
 system against postgresql83, so it may be good to go.

 I've tried to incorporate a low level of tests into this port (similar
 tests should be worked into libpqxx26).  As I'm ignorant of how the
 testing works within macports, the last 1/2 of this Portfile may be wrong.
 Where can I find more info on this?  I need some tips on how to "debug"
 this test phase.  It's more complicated than usual because this test
 requires setup of a new, temporary postgresql database and some
 environment variables to enable easy access to it (I've tried to put this
 into pre-test and post-test phases, if that's possible).  Any help
 appreciated!
