Comment:

 I have now finally tried to build pango with the `--with-included-modules`
 option. It looks this builds the modules into pango statically, and then
 it doesn't build them as dynamic libraries. This seems like a silly thing
 to have a variant for, but I don't know the implications (with regard
 either to performance or functionality) of changing this globally.
