 I tried deactivating the 2.86.  Then a clean and a build, and it worked
 this time.

 So this worked fine:

 {{{
 sudo port deactivate libsvm
 sudo port clean --all libsvm
 sudo port install libsvm
 }}}

 So something from the prior version was getting in the way of the upgrade.
 Did you do a clean build or an upgrade?
