 My apologies for omitting the ticket's body.

 log4cplus is a third-party reimplementation of log4j in C++. The two other
 ports are log4cpp and log4cxx. This particular port is actively
 maintained, and doesn't rely on the Apache Portable Runtime.

 This port would probably go under devel/log4cplus, if existing ports are
 any indication.

 Thank you for considering the inclusion of this port in MacPorts!
