 Well that does work - note that there is already a variant for that called
 enable_local_install. Maybe that should be the default now? It's hard to
 know what to do because the only English documentation I can find says
 "allow local installation mode" which means nothing to me. The default is
 no in the configure file, so i'm not inclined to make this the default for
 the port.
