If you used fink to install try to source /sw/bin/init.sh or source
/sw/bin/init.csh . That set the environment correctly for me (OS X 10.5.8)
and Xfig 3.2 ran smoothly without that startup complaint.

xfig 3.2.5. exact error message upon starting xfig:
