Comment:

 That's intentional (see ticket #13918).  If you really want it to
 continue, you want to use the -p switch:
   -p       Despite any errors encountered, proceed to process multiple
 ports and commands.
 as in
 {{{
 sudo port -p upgrade ...
 }}}
