Comment:

 First steps to complete this have been taken in r56620 and r56622. I need
 someone with a bit more time than me to figure out issue 1) on r56620 and
 Bill to take care of installing and running the revised script on the
 server and then setting 'create_tables' to false, as explained in issue 2)
 of the same commit. Once that's done, we can uncomment the code I added to
 ports.php in r56622.
