Comment:

 Has duplicates #16474 and #16966.

 r44825 now leaves the guide in a weird state where the section about
 "Assign To" has been removed but the section on "Cc" has not been changed,
 so the latter still says "Anyone else besides the ticket reporter and
 assignee [...]". The "Cc" section should mention that this is where you
 put the maintainers, just like the deleted "Assign To" section did.
