I would respectfully suggest that the patch does make libiconv function as
the developer intended.[[BR]]
As noted in [http://lists.gnu.org/archive/html/bug-gnu-
libiconv/2008-06/msg00001.html developer response],
libiconv now follows the POSIX standard.[[BR]]
This behavior is overridden only because the configure script mimics
whichever iconv.h it happens to find (the /usr/include/iconv.h one in this
case).

This would almost certainly be an issue.[[BR]]
A reminder to get back to work on #17473 I suppose.
