 wget installs a sample configuration file ${prefix}/etc/wgetrc which users
 are then expected to modify, but the file gets clobbered when the port is
 upgraded.

 Install the file as ${prefix}/etc/wgetrc.sample instead and advise users
 of its existence and how to use it.
