 In the pre-configure stage, Privoxy creates a new user and group.  When
 the packaged files are installed in another location, this pre-configure
 stage appears to be skipped.

 This may simply be an issue with the Privoxy port, where the user / group
 creation should occur at an alternate stage, or perhaps check to ensure
 that they exist before installing.  I could almost consider this a core
 bug, except that if the user and group are required for building AND
 installing, those steps should be taken before executing either stage.
