Comment:

 Happy should not depend on libffi.  (It doesn't on my system, and it
 installs correctly without libffi being installed.)  Looks like a cabal
 problem, in which an unnecessary library is being linked in.  I'll look
 into it.  It does look like a dup of #19736.
