Comment:

 Have you tried removing and rebuilding subversion-perlbindings?

 `sudo port -f uninstall subversion-perlbindings && sudo port clean --all
 subversion-perlbindings && sudo port -dv install subversion-perlbindings`

 please attach the output of the above if it still isn't working.
