Comment:

 Well, then it's the test-suite.  I don't think that we need to worry about
 this case.  The configure script just expects 'cpp' to be *A* preprocessor
 (used for man pages and the like).  I don't know why thy choose that
 *explicitly* over $CPP ... but there must've been a reason...
