 I'm running into the same issue described in #18233 again just now.  py25
 -modulegraph-devel (depended on by a number of useful Python packages
 including pyobjc and py2app) fails to install because one of the SVN
 externals links in its checkout doesn't appear to work...

 Note that I have tried to access the svn:// repository from two different
 servers in different parts of the country and behind different firewalls,
