 The ice-cpp port depends upon mcpp which requires the libraries.  Since
 MacPorts cannot specify a variant as a dependency, can we either get
 mcpp to make the +mcpplib variant a default or just always include the
 libraries in the port.

 This is in  regards to #19921.
