Comment:

 The problem with cpp was that gtk2_ardour/SConscript was invoking it
 explicitly in a static string without
 any reference to environment variables.

 Committed your patch with slight modifications to include CPP and an
 additional patch/reinplace to
 fix the cpp problem in r52654.
