 This is probably closely related to #19540, only this time after upgrading
 TCL instead of Python. After a {{{sudo port upgrade outdated}}}, this is
 what happened:

 mann/while.n:    58.1% -- replaced with mann/while.n.gz
 --->  Deactivating tcl @8.5.6_0
 --->  Unable to uninstall tcl 8.5.6_0, the following ports depend on it:
