 This patches the django ports to enable multiple versions to be installed.
 The django-admin.py file is renamed to django-admin-$PYTHON_VERSION.py and
 +bash_completion now works correctly for each of them.

 This fixes #18532

 Please set #17594 to invalid/wontfix
