I am installing octave and just got this:

I feel like this should never ever happen. It's bad enough that I already
have mactex, so now I have three distributions! I'm not sure what
dependencies caused this, but it seems like there should be a way to make
sure that texmf-full is treated as a superset of texmf-minimal.

That's actually normal and expected, texlive_texmf-full and texlive_texmf-
minimal are different ports and is not a duplication; there is also
texlive_base which installs other bits as well. It is split out this way
as that's how the distfiles are split out in the OpenBSD ports version
which we are currently using.
