#22650: muniversal should compare contents of compressed files, not the compressed
files themselves

When compressed (e.g. gz or bz2) files are in the destroots, muniversal
compares them as it would any other file, sees that they differ, and
doesn't know how to merge them. Instead, it should compare the contents of
the compressed files, because chances are the contents are the same.
