 On my 10.4.11  machine, the problem is in /opt/local.  So it's MacPorts or
 Darwin. That does make diagnosis easier:
 {{{
 $ port provides /opt/local/include/mach-o/arch.h
 odcctools
 $
 }}}

 {{{
 # port deactivate odcctools
 }}}

 was enough to allow the upgrade to succeed.
