 I see that `cp` applies the current umask when creating the new file, but
 `file copy` does not. So I'm wondering whether this is affected by the fix
 for #21389. It also seems like fileAttrsAsRoot shouldn't be trying to set
 the owner or group when not running as root, since in general that will
 not work.
