And yet, MacPorts believes they are installed, otherwise mysql5 could not
begin to install. What does "port installed" show?

I don't know what all an archive and install archives. You may want to try
completely uninstalling MacPorts and any installed ports (following the
instructions in the [wiki:FAQ#uninstall FAQ]) and then reinstalling them.
