 It looks like the issue here is actually g95 which is bringing in
 odcctools (it doesn't on 10.5); I've filed #21355 to get odcctools deleted
 on 10.6 as well.  Your other choice would be to use one of the gfortran
 dependencies (+gcc42 or +gcc43) which avoid g95.

 Note that odcctools fails to build on 10.5 (ticket #13148) though it is a
 bit of a different reason.  As commented on that ticket, odcctools should
 probably go away at some point...
