 Sorry, I misunderstood your post a bit. :P

 Anyway, I think it is difficult to fix this problem with a single shot.
 Patching kde-config may lead another problem. (or, is there any smart
 way?)

 When you found a port that creates ~/.kde during its build process, please
 let us know about it.
 All we can do is fix them one by one.
