 mod_tls is not added as module when installing with a variant.

 As mentioned in ticket #24226 only one "--with-modules" statement is
 allowed (only using the last one, disregarding all prior ones). To make
 tls work with any of the variants the variant definition needs to include
 mod_tls as well.
