 Updated in separate tickets (#23550 and #23551). Note that the latest
 versions of libtorrent & rtorrent were already available as libtorrent-
 devel and rtorrent-devel because they had been labeled "unstable" by
 upstream; I must have missed it when they graduated to "stable".
