 The attached patch updates www/rasqal to the latest upstream version
 0.9.17.

 In [http://twitter.com/dajobe/status/9061185241 the opinion of the
 developer of rasqal], people really shouldn't be using the obsolete 0.9.16
 version currently available in MacPorts.

 The updated Portfile is also
