 t1lib's +psdoc variant depends on texlive to build documentation:
 {{{
 variant psdoc description {build and install the PostScript documentation}
 {
         depends_lib-append              bin:tex:texlive
         build.target                    all
 }
 }}}

 texlive depends on t1lib (for texlive-bin).

 Unless anyone has a better answer (t1lib is nomaintainer), I'll probably
 remove the psdoc variant.
