 I wonder if xml2po was getting installed broken due to silent parallel
 failures...

 Please try uninstalling gnome-doc-utils, then reinstalling it, then
 install epiphany... if that works, jmr is probably right and we should
 revbump gnome-doc-utils to make sure everyone has a good install.
