 This problem is currently existing on our main ports tree for example for
 darwinbuild, which uses `replaced_by darwinbuild-legacy` in the platform
 variants. The PortIndex is being generated on a darwin 9 machine, which
 causes upgrade to go for darwinbuild-legacy instead on any platform.
