Comment:

 My mistake; I was trying to access not the homepage URL but the
 master_sites URL, which does return a 404 error when you try to access
 [http://www.jgoodies.com/download/libraries/forms/ individual]
 [http://www.jgoodies.com/download/libraries/ directories] in the
 hierarchy, but returns the actual file if you ask for the
 [http://www.jgoodies.com/download/libraries/forms/forms-1_1_0.zip complete
 URL] to it. What a strangely-configured server; I would have expected to
 see either a directory listing or a 403 forbidden error.
