 I can't reproduce this problem. groff builds fine for me on Snow Leopard,
 even if texinfo is not installed. The few lines of output you supplied
 don't show seem to show what error occurred. If you are able to reproduce
 the error still, please clean groff and build again, with the debug switch
 from the beginning, and attach the full output here so we might get a
 better idea of what's going on.
