 teTeX seems to have been move to obsolete. For example

 master_sites http://ftp.riken.go.jp/pub/tex-
 archive/obsolete/systems/unix/teTeX/3.0/distrib/:tetex
 }}}

 is the new directory. I was unable to find CTAN on kdd.

 BTW, do you plan to migrate to ptexlive?
