 then put that in the CC field.  As the originator of the ticket you are
 automatically CC'd so
 you don't need to do that yourself.

 Anyway, as jmr mentioned above, it looks like a proxy on your network is
 blocking your access to
 the download sites.  You probably need to talk to your network admin about
 this.
