 I had this same problem.  I managed to fix it by downloading and
 installing javadeveloper_10.6_10m3261.dmg.  I don't think that there is
 anything special about this particular package, it was just the current
 Java Developer package from Apple at the time.  I believe that
 /System/Library/Frameworks/JavaVM.framework/Versions/Current/Headers/ and
 thus jni.h in that directory did not exist before, now it does.
