 Hi,

 you need to issue the following commands in the command line, assuming
 that you downloaded the patch files to your Downloads directory.

 cd $(ports dir hugs98)
 sudo cp ~/Downloads/patch-libraries-tools-make-bootlib.diff files
 sudo patch < ~/Downloads/patch-hugs98-Portfile.diff
 sudo port clean hugs98
 sudo port install hugs98

 this should do it.
