 Same problem here when doing an upgrade outdated; manually running the
 line that failed:

 cd
 "/opt/local/var/macports/build/_opt_local_var_macports_sources_rsync.macports.org_release_ports_textproc_help2man/work/help2man-1.39.2"
 && ./configure --prefix=/opt/local --enable-nls

 resulted in:

 ...
 configure: error: perl module Locale::gettext required

 therefore, what worked was:

 sudo port uninstall p5-locale-gettext

 then the upgrade outdated installed a fresh p5-locale-gettext, and
 everything ran fine.
