 Ok, and the config.log shows:

 So Xcode is not installed correctly. Please
 [http://guide.macports.org/chunked/installing.xcode.html reinstall Xcode]
 2.5 ensuring that the option for UNIX Development (or Command Line Support
 -- I forget which wording is used on Tiger) is selected.
