Comment:

 Did you initially fetch (or try to install) without sudo (which would have
 downloaded the file into ~/.macports/...), then retry later with sudo
 (which would have expected the distfile in /opt/local/...)? Does the atlas
 distfile exist somewhere under ~/.macports? We thought we fixed this bug
 in MacPorts 1.9.2.
