 Update openbabel from 2.2.3 to. 2.3.0. The build system has changed from
 autotools to cmake and I have changed the maintainer to me as well as set
 the "openmaintainer" address (the original maintainer has not reponded to
 updates for the past three years).

 I am not maintaining the "py26-openbabel" package but that probably needs
 updating. Would it be a good idea to have the python module as a variant
 in "openbabel"? Not quite sure how to do that, so help would in that case
 be needed.
