 I've figured it out:

 BitBucket for some reason changed the info contained in the
 .hg_archival.txt file shipped with in the bz2 file, which causes this
 checksum problem.
 Some people ran into this issue, some didn't, which seems to be due to the
 fact that some got the dist file from
 http://lil.fr.distfiles.macports.org/makeicns and some from bb directly.

 I'll update portfile in a few moments and let you and the list know about
 this issue.
