 Yup; looks like octave-devel works when FLTK isn't installed (at all).  If
 FLTK is installed (at all), then 'configure' picks it up -- no matter if
 it has been told otherwise.  I'll check in this change 'as is' & then go
 back & work on FLTK separately.
