 I've tried a complete uninstall of macports, and every time I try to
 install or upgrade macports I get the same error:

 rm-macbook:bin root# port upgrade outdated
 --->  Fetching ncursesw
 invalid syntax:  should be "try body ?catch {type-list ?ecvar? ?msgvar?
 ?infovar?} body ...? ?finally body?"
 Log for ncursesw is at:
 /opt/local/var/macports/logs/_opt_local_var_macports_sources_rsync.macports.org_release_ports_devel_ncursesw/main.log
 Error: Unable to upgrade port: 1
