 The problem is caused by

 Apparently plplot can't find your cairo.h and pangocairo.h files. The
 include path is not correct.

 Oh, and please remember to CC the maintainer, your problem is a defect,
 not a request, and whether a ticket is high priority is the maintainer's
 choice (as explained by the ticket guidelines, prominently linked from the
 new ticket page).
