I also have this problem. I have XCode 3.4.2 installed on OS X 10.6.6.
make was not located at /usr/bin/make, but I did find it at
/Developer/usr/bin/make. Adding that path to my .bash_login didn't help.
I then created a symbolic link at /opt/local/bin. That seemed to just put
things into a dangerous state.
