Comment:

 The problem is occurring while running autoconf. I don't know why that's
 happening, but in fact we don't need to be running autoconf. We started
 using autoconf in r66142 and we should have stopped doing so in r74188.
 I've removed the use of autoconf from ImageMagick now in r77447 so this
 error will no longer appear.
